It's pretty much been established that Gym Leaders use set teams based on how many badges you currently have. But does this apply to the Elite 4 and Champion as well or are they going all out with their strongest team?

Also, will Game Freak ever let us face the Gym Leaders in any order (and give them different teams depending on how many badges you have when you challenge them)?
