Pokemon insurgence isn`t a rom hack but its fairly good, much better then x/y actually, for starters mega miltank, flygon, girafarig.
You know pokemon that actually need megas, the edginess of the story might come off as cringy but its got really cool things, for example you can change a pokemons ivs, trainers are actually challenging, the game assumes you`ll use megas.
Zeta and omicron which come before it are the same thing pretty much but not as good, however insurgence isn`t finished yet and zeta/omicron are.
As for actual rom hacks, Brown is nice, its a pokemon red hack its got several new types but being gen 1 it retains gen 1s flaws
Pokemon vega is a gen 3 hack which features cool fakemon, and an awesome snowy region, however the level of wild pokemon vs level of trainers pokemon means you`ll be grinding a lot.
If you just want a vanilla experience with more to it, theres pokemon 386(an emerald hack) is probably the way to go, or pokemon fire red omega.
