Scale inconsistency makes it impossible to tell how close together the gyms would need to be. I do know there would have to be a set of sub-leagues leading up to a national league. I don't know who would lead it, but it's nearly guaranteed to be located in New England somewhere. It's the closest we have to grand castles and junk. I would not put it at the capitol unless you want to have the League be a political entity. They might as well be.

Its a Huaso. A trainer from the agricultural south that especialices on tame his pokemon (he dont like pokeballs because they are easy mode) and make friends (yeah. And its a brute like Bruno).
He have a competitive team but is dumb... like goku or something..

Start off in a kinda small railway town because I grew up in one. Grass Gym for Manchester because it got big on the cotton industry.
Water Gym in Liverpool because it's a port city.
Electric Gym in Blackpool because it's a big light-show tourist trap.
Steel Gym in Edinburgh because it produced a lot of great inventors and scientists.
Ice Gym in Glasgow because it's the most north for where I'm going and pretty cold up there sometimes.
Fairy Gym in Belfast because Irish folklore is rich.
Dragon Gym in Cardiff because see welsh flag.
Fire Gym in Cornwall because holiday spot and fairly warm.

Pokemon League is based in London
Elite Four are Poison (pollution), Ghost (haunted city tours/the tower of london), Flying (airports) and Fighting (sports facilities). Champion would be the Queen, I guess.

No idea on pokemon teams, though.

I included Hawaii and Alaska as part of the West, so I put the Water gym in Honolulu and Ice in Anchorage. I had Denver, CO as Rock and Santa Fe, NM as Ground, though. Phoenix, AZ was Fire. And Fairy for San Francisco, CA.

I kind of assumed that California, Oregon, and Washington would be their own league, but if you include them then yeah the league layout would be different.

Don't know what to do about Alaska and Hawaii, though. Maybe include Alaska in the West Coast league, but I feel like Hawaii would end up being the Battle Frontier for the US.

Well, here's the thing. I had the idea that there's more than 8 gyms. There may even be one gym for all 18 types, but I just don't have the knowledge to do that. Or at least it would be impossible by the rule that I was trying to do one gym per state, but that may not be viable at all. I would also be confused as to what would qualify for Poison and Dark, and I have no clue what to do for Dragon.

You could go a few directions for Poison. either focusing on the pollution aspect, or the herbal aspect. So either a place with a large amount of pollution, or a place known for having poisonous plants.

There's never been a Dark gym before, but if I had to guess a Dark gym would focus on trickery, and may or may not be the front for an evil organization. Las Vegas seems like a good location for one.

The US would be divided into 8 subregions, each with its own league. Defeating all 8 national leagues gets you to the Federal League in DC.

You treck through the UP's forests. Waterfalls, mountains and a lot of rare pokemon you won't find at all times. Grass gym in Marquette

Tahquamenon Falls Water gym. You're new favorite comfy spot

Sault Saint Marie Ice gym. Boats, Harbors, Fishing. Two different bodies of water meet so there will be totally different pokemon.
Mackinac Bridge

Take I-75 to South. Lots of small towns, trainers, side quests, most of the evil team plot will get started here. Normal gym in a small pitstop town with lots of flying types here.

Flint Poison Gym with the emergency manager as the leader. Lots of variety in water, poison, dark and mineral pokemon. introduces the first wild pokemon catchable in a city. Walking around can cause a battle depending on where you are. Continue battling evil team.

Detroit Steel Gym. More wild city stuff but also grass pokemon because it's growing over everything and regrowing. Cool Motown post game, maybe civil rights stuff. Double and triple battles with unions here post game.

Dark gym in the senate of lansing. Extremely difficult. The gym leader is the head of Congress/Governor

The governor/head of Congress is the evil boss.

UK BASED REGION

The character would start in London, the city in which the Elite four battle their competitors. The kid has grown up watching battle after battle. Maybe one day they win a prize draw where they get to be one of three kids that receives a rare pokemon and a trainers license.

1 (New forest) - Grass type gym
2 (North Wales/Liverpool) - Steel type gym (Welsh steel industry)
3 (Lake district) - Water gym

Back to a southern city to get a ferry to Ireland

4 (Giants causeway) Fairy type gym
5 (Northern Island) Fighting type gym (IRA conflict, maybe the gym leader here has a rivalry with a gym leader on the mainland)

Ferry back up to Scotland

6 (Skye) Flying type gym obviously
7 (Aberdeen) Poison type gym (Oil industry)
8 (Newcastle) Rock type gym

Then loop back round to the Elite four back in the starting town as a kind of homecoming like a grown hero type thing.

Maybe also as a play on stupid politicians and corrupt political parties have one of the bad guys plague the protagonist throughout the game and be unveiled later on as one of the elite four.

Maybe after wrecking the team and getting rid of the corrupt bad guy, you cant do the elite four because theres only 3, so you are sent on a non-gym-challenge quest to the northern islands to track down one of the old champions to take up the torch of the shamed exiled member.

The electric one would be the one that went bad. There hasn't been an electric bad guy team yet. Think that might be interesting.

Maybe the ex-champion you go and find to replace him/her after they're exiled uses a mixed team, so the last elite four member is mixed and has REALLY good A.I, or hidden ability movesets or something.

Additionals:

The Isle of Man, The Channel Islands, and the Hebrides would all make good post-game locations with a ferry ticket or something.

The haunted Inn in Devon or Cornwall could play host to ghost pokemon battle tournaments, a kind of mini Battle Resort before the post-game, to rack up some BP.

Giants causeway could host a sleeping legendary.

Fairy type legendary sleeping in a lake in Wales.

Huge mountains in Scotland with something dormant at the summit. In fact, the entire Cairngorm national park could be a Safari zone. And since it's so big you could have it so initially only one area is available, but months after the game is released, new safari zone sections could be event download or even free DLC.

Lost sunken city on the North East English coast.

Surrounded by water, like Hoenn, so lots of potential sea routes.
