Octillery should have evolved into Mantine. It's so obvious: Remoraid is a gun, Octillery is a cannon and Mantine is a fighter plane, plus a manta ray is a different sea creature from an octopus and a remora, so the line would still go well. Mantine even has a Remoraid on its wing. I guess this was either planned before but scraped after because Skarmory needed a counterpart (they could've just made a rock eagle or something like it, since Skarmory is a steel condor) or GF is incredibly dumb.
