The cost is negligible. All you need is a job -ANY fucking job- and you can afford to buy all the games and peripherals you want.
He clearly doesn't have many other expenses. He's not spending his cash on clothes, that's for sure. He's stated that the site pays for itself. It's not like he's a general video game reviewer or anything; he doesn't need to buy EVERY SINGLE VIDEO GAME THAT'S RELEASED, just pokemon shit. Even counting spinoffs, that's less than a game a month. And if the rumour that he lives with his parents is true, then it makes it that much more feasible.
Everything else in this thread aside, it just boggles my mind that anybody would consider the cost of the games themselves, of all things, prohibitively expensive somehow.
