He leads with scyther and U-turns. It's a 70 damage stab at the second gym, a pretty strong hit. Then you have to deal with the meatshield that came in on the switch. Repeated once for Kakuna.
The point of the cocoon mons isn't to be threatening, it's to wear you down just a bit with string shots and Poison sting, then Scyther finishes up. Remember, Bugsy is the second gym leader. Compared to others in that slot, this is actually a pretty good strategy. Not to mention that Scyther is capable of quite a lot on its own, considering technician, focus energy, leer and quick attack (thanks to technician it's a 60 damage priority strike).
Please also remember Scyther's stats. It's banned from little cup for a reason. At this point in the game it's way stronger than what the player has.

Heracross offers all the same strengths as Scyther, but hits harder and can crush the rock mons that are supposed to act as a crutch for the player here. It will likely also crush any flying mons that get close to it.
Also, like many of the other Johto leaders, leveling to pass Bugsy isn't a very good option, because low level wilds nearby will make that take forever. Pokemon gymleaders aren't supposed to be a huge epic battle, they're supposed to be a trial to make sure trainers know their shit, which is something that Bugsy and Whitney pulled off brilliantly.
