Yes if you don't want to wait for the next game currently ORAS is the best gen 6 game with the most content and a fixed up story.
XY isn't worth it with an inevitable third game coming up but buy it only if you want a new, but not particularly good, story.

absolutely no, XY and ORAS are easily some of the worst games in the series, the 3ds has a pretty good library, however its just not worth it yet.

Wait till the hacking community has made a flashcart that is really good, then get a cheap 3ds.
