So despite the fact that some pokemon are 50/50% on the gender ratio, or even 75/25%

Why are some pokemon portraited more as female or male, despite the fact that both exist or one gender is more predominant? Is it the fans fault? Game Freaks? Both?

If fans see a particular pokemon more in one light than other, could they get away with making it one gender exclusively? (Have they ever done that actually?)
