All other regional birds except Swellow, (and Fearow if it counts as one,) have three stage lines. Noctowl needs an evo.

It has a lot of potential for one too. They can keep playing off the clock/time motif it has going on.

At the same time though, right now Noctowl's really just an owl, like how Herdier's really just a dog.... They should avoid Pokémon like that.

They don't need to go overboard, but Noctowl's a good base for an evolution. There's plenty of stuff about owl's in mythology, and they're fairly iconic animals. I'm sure they could come up with something great if they tried.

A move that lets it stop time. When time is stopped, the opponent's Pokemon cannot move and cannot be switched out. Time will return to normal after a turn, so the user will get one free action in the frozen time.

"Wisdom": boosts psychic moves.

It'd be a way to give Noctowl and Golduck psychic boost without changing types

I really like the concept and it could be a great mixed wallbreaker because of the ability, but I don't think gamefreak would every implement an ability like that unless it was for a pokemon they were trying to push the popularity of, like zoroark
