Technically speaking, generations are separated by direct compatibility. There's no reason why gen 4 and 5 couldn't have been directly compatible like gen 1 and 2 since they were on the same system. But they decided to make a new engine and all as a fresh start, a new generation.

That all being said, if "Z" or whatever adds new Pokemon and is compatible with XY/ORAS the same way ORAS is with XY, it's still Gen 6(6.5 if you will)
If it's a total direct connection cut-off like BW and Gen 4, it's a new Gen.
