It's pretty clear that Psychic is much worse off. Type matchups make it useless both offensively and defensively, and it's weak to overpowered Dark moves (Knock Off, Sucker Punch, Pursuit).
The introduction of Fairy made it even worse. Fairy types can easily deal with Fighting types (which was Psychic's job) while resisting the aforementioned Dark type attacks. There is no reason to use a Psychic type over a Fairy type for this.
Psychic types in OU like Metagross and Slowbro are there because of their stats, movepools and abilities. Psychic is a detrimenal typing to them. A weak point and never a benefit.
At least a lot non-Ice types can benefit from carrying Ice moves since it's an excellent offensive typing. Psychic, wether it's the typing of the Pokémon or the attack, is never useful under any circumstance.
