The whole thing about voltorb is that it started appearing when pokeballs were first created. It has a reason to look the way it does.

There's simplicity and then there's doing nothing to the thing that inspired it beyond giving it eyes.
At the very least they could have made it into an actual mimic in the sense that it's a monster living in a pokeball.
