Cinnabar island only required surf, which does in fact require Kogas badge. However you can actually beat Koga before you even beat Surge, let alone Sabrina or Erika.
The only roadblocks are Brock (can't leave till you beat him), Misty (can't cut till you beat her), and Koga (can't surf till you beat him.)
Once you have surf, you could technically do Blaine before Surge, Sabrina or Erika (although you do need all 7 badges and to beat Giovonni in Saffron before the 8th gym is available.)
