Ho-oh has ties to Fire, yes, but where was it ever shown it has powers related to it or that it could control it? hell, Volcarona had more ties to the sun than Ho-oh
And Lugia? Psychic/Flying? Living at the bottom of the seas? You can make a stretch by saying tides but even then, there aren't any strong/explicit connections to the tides. Just that he creates hurricane-force winds with its flap of wings or some shit.
This duo is a mess.
