It's an exception and you know it.

It's allowed to exist because not only they needed to promote Fairy types, but the only possible megas for the line would be Mega Eevee, which is retarded, or a Mega for each Eeveelution. And they're not going to bother with those.

There was no reason for half of those who got megas to not just get evolved forms. There will never be traditional evolved forms for old Pokemon ever again.
