This way, rather than being inferior to Chansey in almost all respects, you get switch once from being an impenetrable special wall to a physical one, and lose the fighting weakness at the same time. Makes it a lot harder to trap and the SpA -> Atk change makes it harder to wall, but also makes it harder to attack reliably with - it's mainly just a dump stat to make it not-broken. It's totally gimmicky, but it would be a pain to go up against. It also makes it an actually difficult choice of when to pop the mega, rather than just doing it first-turn like with 90% of them or a minor consideration with things like Mdos or Mpharos.
