I haven't played the games since Diamond and Pearl and I'm going to purchase a 3DS soon. Should I pick up XY or the Ruby/Sapphire reboots?

Gen 6 is mediocre at best. You're better off playing Unova if you want a new experience. HGSS are also great remakes and Platinum greatly improves upon DP. You should just get a flash cart if you want to play the DS games though (assuming you don't already have one) since they can be expensive to come by.
