Not necessarily. Digital makes it really easy to lower the saturation in a picture if you want. If you've used photoshop for even 2 minutes you'd know that you can use pretty much any palette you want to, that's the advantage of digital. A lot of early 00s anime had the issue where the colors were greyed out and dull as fuck, when digital was aggressively taking over.

Whoever's the art director simply decided that they really enjoy garishly saturated greens in the backgrounds.

That's the problem. That's NOT what they want. They want bright, flashy, over-saturated colors to keep their young audience interested. It's a common thing in all animation targeted towards young audiences.

I don't hate the new pokemon anime. In fact, I think it's better in terms of writing. But the colors and fucking nauseating.

Eh, the new style isn't so bad. I can see the cracks beginning to show with how the old stuff has aged, particularly with the lighting effects. Some of that stuff looks on the same tier as Food Fight. The new stuff has better diffused lighting in order to aid the cartoony feel and make it easier to see for kids.

It wasn't the animation that killed it for me, it was Team Rocket's personality change completely taking out the comedy relief. At first I found it interesting, but ever since the Team Rocket VS. Team Plasma episodes got banned it didn't lead anywhere and it was pointless.
