Two regions and the absolute pinnacle of 2d Pokemon aesthetics help in keeping this in the hands of those who already have it.
2. While it's no secret that the game sold well, you have to account for how many actually keep the complete package. Most customers can't even keep track of a regular DS case, let alone the outer box and Pokewalker. Outer box will always be the first to go, then DS box, then the pokewalker, and then all that's left is a tiny little cart. TL;DR all the extra shit to lose makes the price of a complete copy go up.
