There haven't been all that many episodes in XY where Team Rocket has worked with Ash n Co. Think there's been 2 or 3.

Every generation starts out strong and then slowly gets a drop in ratings. Even BW had a steady and expected drop until Da!, where the rates (unsurprisingly) dropped hard.

XY was just the same as every other season in that aspect, muh cute waifu Serena didn't have anything to do with it. Though I'm pretty sure XY's rating has been more or less constant and hasn't dropped that much until now.
