What if this is Cerulean city?
Would explain the Red lookalike as well as Horsea and Staryu.
Other banners are chinchou and Spheal?

There was never a Horsea-shaped fountain in Cerulean.

The Red's likely just a placeholder character.

It's a Fisherman. They've always looked vaguely similar to Red, and he's literally standing outside of a Water-type Gym.

I mean, he does look strikingly like Red, but why would the silent secret boss protagonist just be standing outside of a Gym talking to some random chick? It also looks absolutely nothing like Cerulean City, anyway.

I would bust a nut if Sun & Moon turns out to be not a new gen or a remake, but a direct sequel to one of the older games.

The concept art doesn't look like Cerulean. But if it is, hooooly shit.
