It's mainly a business move, the stores pay them for exclusivity. It also supposedly helps them shift other Pokemon merchandise. You're more likely to by a Mew plushy if you're forced to go into a store rather than if they were to give it out over Wi-Fi.

Although if it makes you feel better, they're doing an event for all the missing legendary Pokemon this year (one every month). And the majority of them are Wi-Fi events (although you'll still miss Darkrai, Arceus and Genesect).

Not OP, but also pissed that we don't get these events in Tacoland. That does make me feel better, actually.
