Basically, before they patched Transporter to prevent it, people were hacking Pokémon that appeared to come from games that didn't exist yet by setting the bit for the origin game to a value higher than Y, the last game at the time. Only the next four values (corresponding to ORAS and presumably SM) resulted in the transferred Pokémon having the pentagon in XY (this is the part that was wrong; Pokémon with any origin game value were Bank-compatible, but only the four values following Y resulted in the pentagon).
So when he said people were "generating mons from Sun and Moon" he just meant they were hacking gen 5 Pokémon to look like they came from some future game (which would now be recognized as ORAS and SM if they were still capable of being transferred), and those were the "empty slots" he was talking about. Slots for pentagon games, not Pokémon species. Of course since the pentagon is a universal gen 6 marker it's likely they skipped the last two values and SM will have values higher than that, with their own gen 7 marker instead of a pentagon.
