The writers could have had her just as another Misty/Brock who was just there to stand on the sidelines with Torchic in her arms. Or be similar to Serena where she doesn't get much focus for the first year of the show.
Other than Dawn, May got the most about of focus episodes, screentime and battles for a companion in the show. I do wish May was a full co-star like Dawn was since there were still a lot of eps she didn't do anything, but I guess you can't be greedy since its still better than all the others.
