It does get willowisp, but the rest of its moveset isn't really that great.
I can't imagine people running a set other than something like:
Arcanine @ Arcanite
Ability: Intimidate
EVs: 248 HP / 252 Def / 8 Atk or SpD
Impish Nature
- Extreme Speed
- Will-O-Wisp
- Close Combat / Wild Charge
- Morning Sun
It's not really that impressive. Fast Rock types and any Water type will fuck his whole life up.
120 base attack isn't tremendous, even by non-mega standards. ESpeed with the -ate boost hits 104 BP, so it's basically a +2 priority Return. That's really all he's got. Low speed makes his coverage moves less threatening than they could be, but he does have the bulk to make up for it.
Rocks weakness practically cripples him. Anything that checks him gets a free 25% damage on him or otherwise forces a defog later in the fight.
He gets no boosts outside of (I think) Howl, so he can't set up for a sweep.
He gets no utility outside of WoW.
