Officers dont make laws, people in power make laws and have armed officials uphold them.
and no villian or team gets anywhere or amounts to anything substantial. The only time i can think of when they did was in gen 3 with groudon and kyogre fighting in sootopolis gym but Wallace was there to help and would later become an elite four member.
