Interesting point about the BF arc, although it should probably be stated that the trainer in that battle was the top Battle Frontier Brain whom Ash did end up defeating. So his Bulbasaur and Squirtle, two pokemon who are strong, but not THAT strong, losing to them does make some sense. There was nothing to suggest that they should have wiped the floor instead of losing, but they did. Ash bringing them back was because he saw them as his original go-to guys from his first run-through and his previous battles with Brandon all ended in failure. So in a way, that battle arc was development for Ash over his past failures.
People hated the loss to Cameron because he had 5 team members, he was shown to be a complete fucking idiot, he was such a retard he thought the league was in Johto, and his team was bullshit.
Cameron is the equivalent of your little brother who somehow managed to get an amazing team despite the fact that he barely knows how to read, lucked into a decent team with his favorite pokemon (lucario), and manages to defeat you despite being such a fucking idiot.
With the entire bullshit that was BW, that was the icing on the cake for why that region is so hated. Virgil seemed competent in what little we saw of him, but there was little build-up there. What's worse, Cameron was barely built up either, and had he not met Ash, would not have even made it to the league in the first place.

Either he wins the whole league, or one of those four people defeats him. The person who defeats Ash is never not introduced early on. Sorry guys.
