Hawaii and France actually have a ton of history together. One big thing of significance is a war. Which fits right in with the Kalos war stuff.

They have NEVER introduced a form to a legendary and then had it excluded from the main series games. There is absolutely nothing saying Zygarde's forms won't be in Sun and Moon, it doesn't even need to have a plot revolving around the forms, they can still be in the coding.

These Zygarde formes are confirmed. They are in the anime. They are in the TCG. They are in every side game. Just because they're not doing MUH Z version like you retards expected and subverted your expectations just like they did with releasing BW2 instead of Grey, it doesn't mean they're not going to be in the games.
