First one especially, I just want my bro to be somewhat viable again. He enjoyed a good stint of usefulness in Gen 5's weatherwars, but now powercreep has made him more difficult to use than ever.

Pachirisu isn't that big of a stretch, honestly. As >>26525217 said, Pachirisu gained a bit of fame after the 2014 VGC Tournament, and the fans loved it. They even made an Event Pachirisu based around Se-Jun Park's Pachirisu. Furthermore, it's the blandest Pika-Clone by far, and it desperately needs something to make it unique.

That's not how assuming works. You could assume following Pokémon was coming back in Gen V, cross gen evos in Gen 3/5, seasons in Gen VI, day/night in Gen III etc etc.

Fits the pokemon thematically and turns a shitmon into a terrifyingly overpowered weapon of mass destruction.
As for appearance, make his arms bulkier, add spikes to his shackles, give him slightly oversized fists and turn his eyes solid red. Have him beating the ground with his fists and hopping around impatiently for his animations.

Not really sure how his design would work. Make him look more bulky and possibly turn his collar into a harness(assuming you can get away with that shit). Make his jaw even bigger, with more jagged and intimidating fangs.

Besides, a single counter doesn't balance a pokemon capable of OHKOing anything that doesn't have sturdy or focus sash.
