>>26533941I guess. My mindset was that due to Jolteon's speed, is almost always going to work barring priority, and sets up small mind games for the opponent. If they go on the offensive, Jolteon can stall/heal. If they try to go defensive/boost, Jolteon can freely fire off attacks.
but raichu could do the same thing and hit harder every time it works, so it's definitely useful. it just works on less Pokemon than it does for Jolteon due to speed
