The desert is to the other side of the mountain rage and volcano, and clouds are possibly in a lower altitude than the mountains, making it impossible for them to get to the other side. No humidity and geothermal energy from the volcano means heat.
Same thing happens in Hoenn when you think about it. The desert is between the volcano and moutains and more mountains to the other side. The entire route to the weather institute is a climbing route, with waterfalls and all. The mountains separating the desert from Fortree city must be big.
Same things happens in Chile, in the Atacama desert.
