Roxie works because she seems like the sort who melts like butter to someone exposing them to warmth for extended periods.
Roxie puts up an obviously hard front, Rosa jumps on that because she thinks its cute, which makes Roxie's persona weakens, which encourages Rosa to keep pressing.
Rosa can get that same-sex Ferris wheel ride, and Roxie already hangs out with a high concentration of women. Both of them, though Roxie more than Rosa, seem fairly comfortable with at least being bisexual.
This one makes complete sense to me, at least.
