Now with Magneton, there was really no where else they could have gone design wise since it suffered from "three head" Gen I syndrome a la Dodrio, Eggexcutor, Dugtrio. So the design team made Magneton's evolution a flying saucer magnet, which is pretty cool.
As for Electivire, His design is probably one of my favorites. Electabuzz was pretty wild looking, so they took that wild look and pushed it to the next level. How can you not like a badass like Electivire?
Lastly, I completely agree with Togekiss, but the fault lies with Togetic's design. It was a really underwhelming evo for the mascot of the newly introduced baby Pokemon. As a kid, I thought my Togepi would evolve into a cupid-like monster, or something similar to Chansey or Wigglytuff. Something that gives off a warm, loving appearance. They just dropped the ball entirely.
