Non-silent protags are also fine. They allow the player to experience a character's story as opposed to being put into the story themselves. Some games are better suited to this type of character.
I'm sure whichever route pokemon decided to go, if they tailored the game with that kind of protag in mind, they could do it well. Though I personally enjoy the silent protagonist trope.
