Pic related, I would give him the following:

>Recover/Slack Off
>Hidden Ability: either Infiltrator or Magic Bounce

>Normal mode: Don't deliberately make them broken
>Hard mode: No giving mega-evolutions
>Dante Must Die mode: Don't change anything but the stat distribution, in a balanced way

Now it outspeeds most of the metagame, counting weavile, and allows it to launch powerful sun boosted fire blasts that decimate most switch-ins.
Defenses are lowered on par with gengar, making it easy to pursuit trap with T-Tar (Who also gets rid of sun and resists STAB) or simply to revenge kill it with most scarfers.
The option to run nasty plot makes it an scary sweeper that can demolish unprepared teams:

+2 252 SpA Life Orb Ninetales Fire Blast vs. 0 HP / 0 SpD Latios in Sun: 324-381 (108.3 - 127.4%) -- guaranteed OHKO

+2 252 SpA Life Orb Ninetales Energy Ball vs. 0 HP / 0 SpD Tyranitar in Sand: 341-403 (100 - 118.1%) -- guaranteed OHKO

+2 252 SpA Life Orb Ninetales Hidden Power Ground vs. 252 HP / 188+ SpD Heatran: 499-588 (129.2 - 152.3%) -- guaranteed OHKO

However, it's pitiful defenses gives it a hard time setting up.

Wait, I'm confused. Why not steel/ice? Fire hits any electric types that might be a threat to you anyway, and dragons/fairies are always a bitch to deal with for ninetales I've found.

It's similar to Mega Char-Y, it's attacks are so powerful that most resists don't apreciate coming in a sun boosted fire blast.
Give it a nasty plot boost and:

>+2 252 SpA Life Orb Ninetales Fire Blast vs. 4 HP / 252 SpD Eviolite Chansey in Sun: 359-422 (55.9 - 65.7%) -- guaranteed 2HKO

>+2 252 SpA Life Orb Ninetales Fire Blast vs. 240 HP / 0 SpD Garchomp in Sun: 402-473 (96.4 - 113.4%) -- 75% chance to OHKO

(Mega Houndoom can do this too, but uses up a mega slot.)

At this point, Heatran is the only thing that can wall it most of the time, so HP ground is used to go around that.

We are of course, talking about fairy tale land Ninetales. If we are talking about the barely usable bro that gamefreak gave us, you are welcomed to put HP ice on it.

This stat distribution basically gives you something that can come in on some defoggers like the Lati twins and uninvested Zapdos and boost out of it with competitive while surviving T-bolt or psyshock if worst comes to worst.
31 Speed to outspeed slowbro and nothing else because with shit speed it's not outspeeding anything else.

It's like a worst Clef. You can move around the HP stat a bit more, but that's cheating at this point.

I got tired of being cucked by Dusclops so I gave up on him. As an ex-Dusknoir fan I suggested his Mega be Ghost/Fighting and have Iron Fist as his ability plus a boost to Attack. But what do I know, he's your problem now.

The fact that it doesn't work so well is another thing, but increasing its HP is killing its intended purpose.
