Its first and foremost a popularity poll, so there's a strong tendency towards that, but people who dont give a fuck about that and just want rare pokemon will skew it towards that.
Greninja, Charizard, Pikachu, Sylveon, Eevee are all pokemon that are illogical to vote for based purely off of distro relevancy, but theyre there anyway.
Honestly, I'm not really surprised by this list. Greninja's been generally pretty popular since it's introduction, Smash, competitive viability, and the anime helped it a lot. It's no doubt the flavor of the week.
