For gens 4 and 6, it's because at least one was a gym leader's ace and they never give those Pokémon to Ash. For gen 5, Ash's team obviously only contained Pokémon native in Unova at the time of BW1, meaning no previous gen mons were available. Once BW2 were released and Riolu/Lucario became native to Unova, they promptly gave one to a rival.

Well he sort of temporarily uses a Lucario in the... 8th? movie, the one where Mew is the antagonist responsible for at least two deaths for selfish reasons and gets away with it.

It was a popularity poll, and #1 is going to get distributed. Saying that the entire point of the poll is to pick a Pokemon for distribution is retarded and backwards.
Anyway, that's why so many legends placed so high, but even then, Greninja outplaced all of them, which really says something about how popular it is.
