It singles them out first of all, and the character we see is Japanese anyway? Japanese are of all varying colours and I suppose they went with a "neutral" look because it can fit more people than black, islander etc. Think about it, there are more people who will play this game with lighter skin? Of course they're going to choose a lighter skinned character so the majority can relate to it. Yeah sure, the game could have easily started off with a local of the area, but even then, locals don't have to strictly be black or tan anyway? That's just as racist.
