Birds and other fliers are head to toe. Not wingspan.
Extremities (horns on deermons, Volcanion's arms, Genesect's cannon, etc.) are not counted.
It's all in the ORAS dex. Dunsparce is only the length of Salamence's leg because its a serpent, while Salamence is a quadruped, despite being the same "height."
