It fucking sucks that cool shit like this was either scrapped and never released (see DPPt's Oak's letter, and Azure flute events) or locked behind mystery gift events like this, and Nintendo doesn't get criticized for this bullshit, even though it's basically on cart dlc

It's worse that DLC.
You can buy and access DLC from most anywhere. Back during this gen, you had to go to specific events to get these mons.

The HGSS events are still possible to get if you upload the required Pokemon (Arceus, Celebi, Pichu) to a hacked GTS then receive them. I did this relatively recently since I missed all the events back when they came out.

But there's no reason to believe it's existence is bound to the same rules of time and space that most creatures obey.
