As far as I can tell, pokemon takes place in a setting where you have one large "city" surrounded by rural communities, with very poor infrastructure in place. If you wanted to travel from Lumios to Geosenge Town, well, you're not getting there by truck, I tell you that. Most of the roads are broken and overgrown, or just winding hiking trails that cut through natural cave formations. B2&W2 was the only time we saw established commercially viable transit.
