there's emulators for it, but they're resource-hogs.
DS emulators only just started getting really stable, and hardware/software are in a strange place right now.
The 3DS might be ancient hardware, but emulating is hard.

Emulating Pokemon blows since you can't use the online features, which is a huge part of the game. Good for older games since their online is dead anyway, but I can't imagine wanting emulation as the main way to play the series
