It's lazy design.
I'm not playin for the lack of story,

Lillipup is still fairly stylized. Herdier is more like just a dog.

Anyway, you people dont seem to understand the concept of the Normal type. It's supposed to be Pokemon version of normal animals.

Things like Pidgey and Raticate are pretty basic as well. It's part of the design concept.
