Cloyster is a physically defensive juggernaut that changes dramatically from a defensive wall to offensive force via the use of shell smash. In the anime, it sheds its entire shell which is larger than its actual body and dramatically changes visually too.
Samurott doesn't have that quality to it. It's already offensively oriented, its shells are only a minor part of its design, its shells are weapons not just armour. Shell smash is more than just "it has a shell".
