The ENTIRE POINT, of Gen 2, was that it was a direct sequel to Gen 1. The games were literally going to be called "Pocket Monsters 2".
They were also released under the assumption that they would be the final Pokémon games.
You think they would change Blue's name, when his appearance was to be a direct connection to the previous (and only other) games in the series?
I can MAYBE understand quietly changing him back to Green, if they were thinking long term about him, and the franchise. But they weren't.
They made sequels, and needed to bring him into them in a recognizable way, so they made his official localized name as Blue. Simple as that.
Once it was set in Gen 2, they had to keep it as a permanent change in the franchise. It was a short term decision that stays long term. It's not a fucking big deal, Game Freak do NOT see it as a mistake, and it's never being """""""""""fixed""""""""""".
