Pretty much everything can hit it for at least neutral with coverage, it's weak to three priority moves, and it's SR weak.
Only good as a fast attacker, but we already have two of those.
In any niche it could fill, it would be bad.
I would rather have it be fast+frail and steel/flying. Give it an attack or ability that lets it hit SpDef rather than def and it might actually be a regional bird capable of defeating rock types.
