It's an error in translation. In the Japanese blue, you traded a machoke or a graveller or something that evolved. They used the blue script for the translation and changed the other pokemon to raichu when they changed the trades. No one caught it and it ended up in the games, waiting for mega raichu to be released so some newfags can claim that Gamefreak was planning it the whole time.
