Most psychic types are at least as smart as humans and some (like Kadabra) are notable for having BEEN humans. In this case, them screwing us is bestiality on their part: we're the beasts. Some pokemon are seen showing clear interest in dating humans, Latias being a great example for her crush on Ash in the film Pokémon Heroes: Latios & Latias.
If you want to say the anime is canon, then meowth straight up says that ANY pokemon can learn to talk but most don't because it takes away from their fighting time, making them weaker fighters. You also get to see that many pokemon can use telepathy, most notably ghost types, legendaries, and dark types. More on that:
