Did the animators just want to show off their new budget?

The Pokemon already have glowing claws, the energy claw on top of that is just overdoing it.

Type advantages.

There's no actual Water involved here, it's just a Water-type move for the sake of gameplay.

In the anime, the Pokemon's tail is covered with water, so it being a Water-type move makes sense.

BW had pretty shitty animation compared to the other earlier series.

An example is how originally Iron Tail was just a glowing tail, while BW made the tail look metallic. In XY they reverted it back to just a glowing tail.

Most of the descriptions mention the leaf/leaves being sent at the opponent.
Not to mention that the move does not make contact.

It looks cool, but it is quite inaccurate to how it is described and works in the games.

This is why biting attacks never actually show the Pokemon physically biting the opponent and end with an explosion to cover the bite. The only exceptions I know are Origins and BW2 cinematic trailer, which were both aimed at older audiences.
