I felt that, while it had the classical appeal of Charizard, it had nothing going on that was BETTER than Charizard, as it went from (in a child's eyes), a rat to a bigger kinda rat, as opposed to a lizard to a fucking dragon, which those little shits'll eat up. Also has an awkward design in regards to the flames from some perspectives and while on all fours. They were not thinking of a 3D environment when they designed the thing, only a 2D sprite, and it showes. It's lead to their turning off the flames for idles in the most recent games, which actually led to a lot of its fans disowning it (at least in-game).
Blastoise is just not original or notable-looking enough to be bumped up a spot. Still got high for it's classically-imposing bearing, though.
Blazakin just doesn't look quite right to a lot of people when standing next to other pokemon, which is understandable considering it's proportioned like a seven-foot-tall person, whereas most pokemon are anime-esque. Even Mewtwo or Deoxys feel like manletts next to this thing, and people pick up on that, it seems.
Chesnaut is just so much more original and classically "cool" than other grass types (and therefore more appealing to swathes of people) that it god bumped up despite its flaws.
